As Rudy Giuliani’s courts voters in North Carolina today, he continues to raise doubts about his credibility as a strong leader. First, after hurling desperate attacks about Democrats' national security credentials, he still has not explained why he did not fully implement a single recommendation made by the fire department official who identified crucial emergency response failures after the first attack on the World Trade Center in 1993.
